Carmen Ortega is the manager of Trade Development at the Vancouver Fraser Port Authority. In this
role, Carmen oversees marketing and service delivery to the port authority’s auto, cruise and cargo

Since joining the port authority in 2006, Carmen has held multiple roles, predominantly in the areas of
cruise and cargo business development. In 2009, she was a key player in the implementation of the
Canada Place shore power project, making the Port of Vancouver the first port in Canada (and third in
the world) to offer shore power for cruise ships. In her previous role as Manager of Cruise Services and
Canada Place Operations, Carmen managed the day-to-day operations of Canada Place, a national
icon and home to Canada’s largest cruise terminal. In her current role, Carmen has been leading
tourism industry engagement in a port authority-led cruise restart project and working with stakeholders
to plan for potential additional cruise capacity in Metro Vancouver.

Prior to joining the port authority, Carmen worked at the Organization of American States, a multilateral
organization based in Washington D.C. She earned a Bachelor of Arts from Simon Fraser University, a
Master’s Degree in International Studies from the University of Barcelona and a Master of Business
Administration from Johns Hopkins University.

Carmen is past Chair of the Pacific Rim Cruise Association.
